چکیده
به رغم مطرح شدن «توسعهی پایدار» به عنوان چارچوبی مناسب برای توسعه طی سه دهه اخیر و واکنش مثبت بسیاری از دولت ها به آن، این پرسش وجود دارد که آیا دولت های تنظیم گر حق انسانها برای بهره مندی از توسعهی پایدار را تقویت می کنند یا چالشها و موانعی پیش روی آن قرار می دهند؟ در این پژوهش بررسی کرده ایم که چگونه اصول و سیاستهای نئولیبرالی حاکم بر دولت های تنظیم گر از قبیل رقابت بازار، خصوصیسازی، مقرراتزدایی، آزادسازی تجارت، سرمایهگذاری خارجی، تولیدات صادراتگرا و توسعهی رشد محور، تحقق توسعهی پایدار را با مانع روبرو ساختهاست و به همین دلیل حق انسان ها در بهره مندی از توسعه پایدار را مخدوش می سازد. برای این منظور از روش تحلیلی-توصیفی بهره گرفتهایم و این پیشنهاد را مطرح کرده ایم که ایجاد نهادهای بین المللی جدید برای تقویت الزام آوری معاهدات محیط زیستی، در پیش گرفتن سیاست هایی که به کاهش فقر و نابرابری منجر می شود و همچنین وضع طبقهی جدید از مالیات ها که در ازای تخریب محیط زیست در جریان توسعه اقتصادی اخذ می شود، ممکن است به التیام وضع کنونی کمک نماید.
