اقتصاد سبز در ترازوی حقوق بین‌الملل بشر؛ رهیافتی پایدار و مسئولانه

چکیده
تخریب محیط  زیست و بحران های اقلیمی از جمله پیامدهای خشونت توسعه است که گاه با ذات توسعه درهم آمیخته است. همین امر، توجه فزاینده به حقوق بشر را در اقتصاد ضروری ساخته و در دهه های اخیر، مفهوم اقتصاد سبز، ضمن تأمین صرفه های اقتصادی و زیست محیطی، استانداردهای حقوق بشری را نیز در خود جای داده و تقویت کرده است. ضمن پذیرش همسویی اقتصاد سبز و حقوق بین الملل بشر از جمله در حیات شایسته انسان، بی تردید با تلفیق حداکثری ملاحظات حقوق بشری در سیاست ها و برنامه های اقتصادی، توسعه ای حاصل می شود که ضمن پاسداشت کرامت و حقوق انسانی، دغدغه مند توسعه فناوری های پاک و استفاده بهینه از منابع طبیعی است. پژوهش حاضر با روشی توصیفی-تحلیلی، به این همگرایی پرداخته و تأثیرگذاری برخی مفاهیم حقوق بشری با بنمایه زیست محیطی مانند عدالت اقلیمی، انصاف و حق دسترسی به اطلاعات را بر تقویت اقتصاد سبز مورد بررسی قرار می دهد. برای مثال، انصاف بین نسلی با تأکید بر توزیع عادلانه منابع و مسئولیت های زیست محیطی میان نسل های مختلف، بستر هم افزایی عدالت اجتماعی و اقلیمی را در چهارچوب اقتصاد سبز فراهم می سازد. بدین سان، اقتصاد سبز با در پیش گرفتن رهیافتی مسئوالنه، می کوشد ملاحظات حقوق بشری، اقتصادی و زیست محیطی را هرچه بیشتر درهم آمیزد و منافعی پایدارتر را برای همگان، اکنون و آینده، رقم زند.
